New Delhi, Feb 24 : For the first time, the State of Arunachal Pradesh was conferred with the India’s Top 3 Diamond States Award in an impressive ceremony of Diamond States Award conducted by the Team of IBN7 at Durbar Hall of Hotel Taj Palace, here yesterday. The Diamond Sates Award was started by the IBN team two years before and is given to individual states for being best in parameters viz. poverty eradication, Water & Sanitation, Law and order, Infrastructure, environment, employment, education, women empowerment etc.
Arunachal Pradesh was selected for being one of the India’s Top 3 Diamond States amongst the Small States across various parameters in human and social Development. The jury headed by Dr. Bimal Jalan, former Governor of RBI, scrupulously went through the data presented through credible sources in all sectors and finally adjudged Arunachal Pradesh for the prestigious award in recognition of the holistic development brought in by the present State Government in a very short spell of time.
On behalf of the Government of Arunachal Pradesh and its people, Minister RWD Kalikho Pul, received the award from Chief Guest the Vice President of India Dr. Hamid Ansari. While profoundly thanking the IBN team for the honour and recognition of State’s developmental activities, Pul, on behalf of the state credited the award to its visionary Chief Minister Dorjee Khandu by saying that without dynamic leadership and untiring efforts of the present CM, these achievements could not have been made. He also thanked the Union Government of India for paying special attention to Arunachal Pradesh.
In his address to the august gathering, Pul appraised of Third Party Monitoring System and various other corrective measures introduced by the present State Government to ensure proper utilization of funds and development at grass root level. “Govt. of India should be more liberal to hilly State like Arunachal Pradesh in implementing population based programme as our State being sparsely populated do not fulfil the population criteria and fail to avail the benefits of the programme.” Pul asserted. He categorically pointed out the rapid developments made by China on other side of international border and impressed the gathering by saying that security of the entire nation rests much on this mountainous border State, more so in the wake of Chinese claim of Arunachal Pradesh once in every two months. The central government therefore should be more proactive in bringing about inclusive development of Border States especially in infrastructure sector like road, bridges, porter tracks, telecommunication etc by creating a “Special category States”.

TAWANG, Feb 24: A major fire mishap was averted yesterday at the area of Changprong village in Tawang. The wild fire which broke out in the afternoon of Feb 23 at the lower reaches of Jamyang Choikorling area at Changprong village threatened to engulf the Jamayang Chiokorling Gonpa, under construction JNV school building site and Tawang Ugyen Tsangpo Heliport.

China disputed legality of international border: Centre
ITANAGAR, Feb 24: The Union Ministry of External Ministry said that by following the two track visa policy, China has disputed the legality of our international borders thereby impinging adversely on national sovereignty as well as territorial integrity.
Responding to a letter of former MP Kiren Rijiju, Minster of External Affairs S M Krishna further said that there should not be any discrimination against visa applicants of Indian nationality on grounds of domicile or ethnicity.
Earlier on January 25, Rijiju in a letter to Krishna said that the decision of the Govt of India to deny visit of two Arunachalees to China by rejecting the stapled visa was not a wise decision. He had further said, “although we demand normal visa to be issued but by not recognizing the stapled visa on Arunachal Pradesh our position has been pushed back to the previous status where China rejected visa altogether.” In his letter, the former MP said “there is every likelihood that the border problem will drag on forever and Arunachalee can never visit China.”

JAIRAMPUR, Feb 24: Changlang is the most peaceful district of the state, said newly posted SP Tummo Ammo, who was the chief guest of the closing ceremony of Changlang District Night Cricket T20 tournament here yesterday.
Sharing his experience in his service life he said,“When I was first posted here people scared me by saying notorious things about this district, but after I stepped here, I found it to be the most peaceful district of the state”.
Moreover, it is beyond people’s imagination to conduct such mega night cricket event in the twin cities like Naharlgaun and Itanagar without security but here it was done without it which really indicates about the amicable atmosphere of the area, he added.
He also suggested the youths to involve themselves in sporting event and keep away from drugs and AIDS.
The historic tournament of the district was organized by the District Youth Congress that has won acclamation from the nearby Assam also.
District Youth Congress president, besides extending his heartfelt thanks to the support of Finance Minister Setong Sena, also thanked Chief Minister Dorjee Khandu for providing financial assistance from his side.
Besides entertainment, this tournament has played major role in bringing the youths of the district together under the same roof, he added.
On the sideline of the tournament, Pranjal Bhuyan, a sport journalist from Assam was spellbound and said the tournament has maintained the standard of a mini world cup, which indeed is appreciable.

ITANAGAR: Feb 24: Arunachal Pradesh Building and Other Construction Workers Welfare Board continuing its welfare activities to the workers of the state handed over an amount of Rs. 15,000 and Rs. 1,000 as natural death and funeral assistance to Tanuja Langneh, the nominee of late Moniram Langneh, PWD worker section Poma, PWD Division Doimukh.
Late Moniram was the first worker who received the first medical assistance of Rs 5000 and was also the first beneficiary of death and funeral assistance of the board in the state. The cheque was handed over to Tanuja by APB&OCWWB Chairman Jalley Sonam in a small function held at office of the Chairman.
All Arunachal Pradesh Workers Union Secretary General Sangma Tajo and Registering Officer Neri Dodum also attended the function.

Orientation cum training prog on Disaster Risk Management
ITANGAR, Feb 24: In pursuit of making Tirap a disaster free district, the Disaster Risk Management Cell of Tirap District, conducted a two days Orientation cum Training Programme on “Disaster Risk Management, First Aid and Search & Rescue” on 23rd and 24th February at Community Hall Khonsa. The training progamme was specially organized for the students and teachers of school in Khonsa Township. Two medical officers from district hospital namely Dr. K Socia (MO) and Dr Dutta (SMO) imparted the trainees about First Aid Kit, Wounds, Bleeding, Fracture, unconsciousness, causality transportation etc with demonstration. The Dy. Suptd. of police Khonsa Kalita imparted training on the search and rescue technique during disaster. Disaster Risk Management and Disaster preparedness tips were covered by the officials of DRM Cell Tirap. Booklets on First Aid Guide and Leaflets on Disaster Preparedness Tips were also distributed to the participants.

ITANAGAR, Feb 24: NN Charitable Society organized a health education programme for women on reproductive child health (RCH) at its Sagalee office on 22nd of this month. Meeting was attended by Nani Kojin, Chairman Nani Sala foundation and Dr T Nyodu medical officer, CHC Sagalee. Also health workers, ASHA’s, Anganwadi workers of Leporiang circle were present during the day.
In his address Nani Kojin informed that RCH programme is part of NRHM initiative to upgrade the health of mother and child. He urged health workers to teach couples how to use birth control device and give them proper counselling. Death of CDPO condoled
ITANAGAR, Feb 24: Yakot Tamut, Child Development Project Officer (CDPO) of Yingkiong passed away on 23rd of this month. She died on the way to Guwahati from Itanagar while going for medical treatment. Born on 15th August 1974, late Yakot joined as CDPO in the year 2003. She is survived by her husband and new born baby.
Meanwhile directorate of social welfare, women and child development has deeply condoled the untimely demise of late Yakot Tamut. Officers and staff of directorate observed a minute silence and prayed for eternal peace of the departed soul.

ITANAGAR, Feb 24: Arunachal Pradesh Congress Committee (APCC) has flayed Yoga Guru
Baba Ramdev for criticizing Congress-
“The recent visit of Ramdev in Arunachal Pradesh was not to spread the message of importance of yoga in human life. He visited the state on a different mission with a political agenda,” APCC said in a release. He had given more emphasis on criticizing Congres, UPA Govt and Gandhi family than teaching Yoga which clearly reflected his main motive, APCC said.
“We have seen many international figures like Dalai Lama, Ravi Shankar. But, unlike Ramdev they never criticized any political party, leaders and Government.”
Regarding recent Pasighat incident, the APCC further said that “as Yoga Guru cautioned the people of Pasighat to beware of the corruption and criticized the Congress party touching the very sentiments of the Congress persons gathered there. Ninong Ering just countered the allegation of Ramdev.
Meanwhile, APCC demanded that Ramdev’s income and properties should be investigated thoroughly and be made public.

The traditional Nyokum, a community festival emerged with the soul agenda to popularize, promote and preserve ever since it took total shape of community festival status in mid 1967. The present festival is more or less possesses the mixed or combined elements of traditional and modern view. Though, it lacks time tested perspective, still it gives lot more meaning to the community in various aspects of their life. The Nyokum today is at risk stage because of the age itself. The society is changing fast with addition of various elements and at the same time deletion or dropping of many other valued text or practices. Therefore, the Nyokum is passing through a complex situation and requires proper nurshing, curing and releasing from this stage for next generation.
The modern Nyokum when it took shape as community festival at supervising hands of
the administration on directive of the government was to imbibe the tribal people
to know the importance of cultural festival and preserve it through regular observance.
This was in initial stage when the society was not culturally developed. The government
had the scope to work in the field through grant-

Maintain transparency and quality works

The massive roads construction works being undertaken by the state Urban Development
and Housing department under JNNURM in various sectors in Capital Complex is welcomed
by the like-
While undertaking the massive road construction works in the capital, the city administration
and the nodal department might have introspection and retrospection of the present
and future benefits of state and its people. The ongoing construction works affected
many individuals’ properties including RCC structures, falling on right to way (ROW).
The city administration evicted them on the ground of ROW especially along the VIP
road from TT Marg to Niti Vihar and the road from Rajbhawan helipad to ‘O’ Point
Tinali. But the pertinent question arises here: why the nodal department (UD & Housing)
and the city administration are not maintaining the same yardstick for other roads
in capital complex. The imposition of ROW should not vary from one road to another,
because all roads of the capital complex are equally important and they need to be
upgraded. Road widening and proper drainage system is the call of the day. I would
also like to share my views that in the name of massive roads constructions in capital
complex; many of the roads are being improved partially. Without widening the roads,
the contractors are only constructing RCC drainage that caused roads become congested.
Moreover, construction of many roads is of low and impure quality. Is the department
concerned monitoring the quality of works? If this trend continues, the dream of
the capital facelift project will certainly get shattered. The nodal department should

I on behalf of the former central executive members of All Nyishi Students' Union extend heartfelt gratitude to Takam Tatung, President, AAPSU and his team of election commission member for successfully conducting 12th general election of ANSU at Seppa, from 17th to 21st February. Despite facing many hurdle, they conducted election with outmost sincerity. I also extend best wishes to the newly elected ANSU President Sikka Gapak and General Secretary Arjun Panye. Government. Established government colleges in Seppa and Nyapin need proper attention
so that proper infrastructure is set up. Government Polytechnic College at Yachuli
and National Institute of Technology at Jote-
Once again, I appeal to the newly elected union leaders of the All Nyishi Students' Union to put outmost effort to render quality and thoughtful service for the student’s community. They should also offer hand of friendship to loosing candidates and try to bring them on board and together work to bring unity among Nyishi community.

All India Trinamool Congress supremo Mamata Banerjee has rightly chosen a young, matured lady Toko Sheetal as the party president of the state AITC unit. The new state AITC unit team including Dature Miuli, vice president, Domin Loya and Techi Necha, general secretaries comprises of all young, educated, energetic persons. Mamata has chosen her team Arunachal with utmost care. The five legislators of the AITC are also following the ideology of Didi. I am confident that the new dream team of Mamata Didi will reach up to the expectation of the people, particularly the youth which compromises nearly 60 per cent of total population of state.
